When the 2nd season there was so much drama, but what replaced it was comedy sometimes tat made tha cartoon special. I definitely can't wait til 3rd season comes!! I LOVE THIS SHOW!!!!!! This is probably my favorite romance/comedy series I have ever watched. Harima is so awesome! When things don't go his way (which happens a lot) you feel bad for him, and want to see him succeed. I think some people would agree with you that Tenma seems annoying due to her naiveness but others would argue thats its a moe point. Though I think the inability of the characters to understand the feelings of others is a key point to the story, without it there would be no love triangles. I found the first season was very good but like you said watching a second season with a very similar plot got kind of boring, but then again if it were to change completly it just wouldn't be School Rumble.
